Technical Writer/Researcher/Editor

General Description
The Technical Writer/Researcher/Editor will provide professional and extensive research and writing support in the day-to-day operations of the unit.

Major Duties

  • Draft Statements of Work (SOWs) relative to all new projects;
  • Provide instruction and guidance on writing Statements of Work and related documentation and the final reviews of these drafts;
  • Draft SPAs, sole-source justification documents, supporting documents for acquisition actions, and CAFs for full-time and part-time positions;
  • Conduct research of case studies relevant to unit responsibilities and products;
  • Draft Standard Operating Procedures (SOPs) and other procedural documents;
  • Assist the Operations Coordinators, where appropriate, with financial analyses to identify and resolve issues that impact the validity of relevant financial data;
  • Collect and maintain in a database ATA Success/Impact Stories, and coordinate stories and photos for ATA publications with DS Public Affairs, CT Public Affairs, and International
  • Information Program offices;
  • Produce financial reconciliation reports depicting obligations and expenditures of unit financial resources for reconciliation with unit members and the B&F staff;
  • Attend designated meetings and capture and distribute minutes derived from the meetings;
  • Utilize available and researched data to generate required reports;
  • Compile and draft unit Weekly Activity Reports (WARs) obtained from unit personnel;
  • Maintain central document control for all papers drafted and developed.

Professional Qualifications/Skills

  • Please note that pursuant to a government contract, this position requires U. S. Citizenship status.
  • Must possess or be able to obtain/maintain a SECRET Security clearance
  • Bachelor's degree and three years of experience or a combination of experience (seven years writing experience) and education or certifications required
  • Familiar with training organizations is preferable, within any local, county, municipal, state or federal or military law enforcement institution;
  • Must be highly organized and have excellent oral and written communication skills in order to interface with ATA personnel, other Department of State Bureaus, and other government civilian agencies at all levels for required research and coordination;
  • Ability to handle multiple tasks simultaneously;
  • Must demonstrate thorough knowledge of Microsoft applications (MS Word, PowerPoint).
  • Solid Excel experience is a must;
  • Must be able to demonstrate excellent research, writing, editing, and proofreading skills to draft and review narrative and technical documents;
  • Knowledge of basic accounting skills is helpful;
  • Experience with or understanding of government procurement, e. g., acquisition policy and procedures, is preferred, but not required;
  • Experience working with databases;
  • Ability to work independently.


Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
