Manager, IT Program Management

As a leader, this position is responsible for the successful cross-functional planning and full lifecycle execution of key IT initiatives which include custom software, COTS software, IT infrastructure and Information Security projects. You will own the IT project implementation methodology and continuously improve team efficiency by tracking the performance of all projects within the portfolio through status updates, issue triage and escalation and analytic reporting. This role is responsible for the development and management of project schedules, resource allocation, and project budgets to deliver essential capabilities and achieve corporate goals. Additionally, you will be responsible for growing the team by providing leadership and coaching to ensure streamlined execution and compliance throughout project execution.

Critical Responsibilities
Own the portfolio of IT projects and programs to ensure all operate within the scope, budget, and timeline boundaries defined in the approved business case
Evolves and enforces standards for project and program management for implementation of IT projects
Define and manage the project kickoff and governance methodologies for all IT projects.
Communicates status and issues to Senior Management for action, and works with peers across the organization to remediate issues on behalf of the project and program managers where necessary
Provide guidance to the team and insight to management on underperforming projects in order to understand the issues and address them.
Apply formal change management practices that ensure that all projects are baselined at kickoff and all changes are thoroughly scrutinized for justification, impact to project and have received appropriate approvals.
Manage the workload of the team to ensure that priorities are clear, expectations are set and commitments are met.
Contribute to the scope definition, resource planning, budget development and justification for new initiatives.
Proactively pursue and apply new methodologies and technologies to a wide variety of projects.
Hire and train new employees, delegate work and hold direct reports accountable for their performance within their defined roles and responsibilities.
Provide leadership, coaching, and management of direct reports, ensuring each employee receives the professional development required to allow them to succeed.
Promote awareness of methodology across the company and educate stakeholders across in order to gain, validate and maintain the commitment of key project resources in a matrixed environment.

Knowledge, Skills, and Abilities:
Bachelor's degree required.
At least ten years of experience required (or an equivalent amount of education and work experience).
Certified Project Management expertise valuable, but not essential.
Familiarity with IT Sarbanes-Oxley (SOX) compliance preferred.
Experience with satellite communications and satellite-based video & data services a plus.
Extensive experience managing large dynamic programs and projects with cross-functional, matrixed resources.
Experience defining and enforcing project and program management methodologies and standards.
Proven ability to quickly earn the trust of sponsors and key stakeholders, set direction and approach, mobilize and motivate teams and execute with limited information and ambiguity.
Exceptional analytic skills to translate requirements and designs into successful action plans.
Proven problem solving skills to anticipate the risks of non-performance and incorporate prevention and remediation measures within the implementation plan.
Demonstrated conflict resolution skills combined with strong negotiation ability, delivered with a high level of influence and professionalism.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
