Description:
SAIC is seeking an exceptionally motivated IT Program Manager to support to Federal client in Vienna, VA.
The IT Program Manager works with the security teams and oversees the development of security systems as well as the security on all operational systems. Using a combination of management skills and security system knowledge, they coordinate their project managers running security projects through its progressive stages, with the goal of project completion within specified time and budget constraints. Additionally, this role is responsible for creating and supporting the project management governance processes within the security department and escalates status and issues for both Core and IDIQ projects to enable effective decision making and deliver business value for the security team.
Responsibilities:
- Supports the intake projects through the governance process, inclusive of IT projects and broader initiatives to ensure security is properly included in all incoming work.
- Responsible for the creation of security related project proposals (RFP) from receipt through pricing and submission. Includes the research and review of new products,
- Manage and continuously improve the Security PMO governance.
- Develops and delivers project management training to improve consistency and quality in project delivery. Act as a point of contact for anyone on the Contract to answer security and project related questions.
- Build strong relationships with clients and internal departments to understand the business challenges and opportunities.
- Ability to manage small to large sized projects - managing scope, schedule, resources, risks/issues, and cost.
- Ability to manage and evaluate a team of project managers, system engineers, technical writers, and project specialists to deliver on time and within budget as well as manage scope, and formulate / organize / monitor inter-connected projects.
- Create a collaborative partnership among executive leaders and portfolio stakeholders and enables resource demand planning, change management, and project pipeline planning decisions.
- Support the creation of project management best practices, tools, and ways to drive efficiency in order to reduce costs and add value.
- Coordinate cross-project activities across 20 project simultaneously.
- Act as a point of escalation for risk and issues.
- Prepare reports for program directors.
- Manage resources and ensure budget for continuity of work.
Qualifications:
Required Experience and Educations:
- Bachelor's degree in Management Information Systems, business, or related fields
- 5+ years in program management and managing mid-sized information technology projects through Agile and/or Waterfall
- US Citizen with the ability to obtain a Public Trust Clearance. Note: An active DOD clearance will not be utilized in this role.
- Fundamental project management skills within matrix environment and a solid foundation in business process management, tool design and optimization ‚€“ excellent understanding of the core competencies: (scope, time, budget, risk, quality, integration, resource management, and communications)
- Experience as a government contractor
- Knowledge of multiple government contract types: Firm Fixed Price (FFP), Fixed Price Incentive (FPI), Fixed Price Level of Effort (FPLOE), Time and Materials (T&M), Cost Plus Award Fee (CPAF), Cost Plus Fixed Fee (CPFF), or hybrid contracts.
- Experience writing RFPs for large projects
- Strong time management and multitasking skills as well as attention to detail
- Experience working with multiple high priority tasks simultaneously
- Comfortable documenting and defining system security requirements
- Excellent oral and written communications skills, including writing comprehensive reports and white papers
- Ability to learn and communicate IT, networking, and security concepts to personnel at all levels of experience and responsibility, including non-technical leaders
- Senior level documentation and reporting skills
- Demonstrated skill running effective meetings and getting buy-in and participation from executive leaders
- Effectiveness working diplomatically across teams with varying objectives
- Strong oral and written communication skills across all levels
- Ability to organize and present project portfolio reports, proposals, and other related portfolio information
- Demonstrated program management skills (project intake, resource demand planning, budget management)
- Strong project management skills
- Strong focus on collaboration, team building, and customer service
- Facilitate governance, project reviews, steering, and other project related meetings
- Experience supporting a Systems Development Life Cycle (SDLC)
- Microsoft Office (Word, Excel, Visio, PowerPoint, MS Project), MS SharePoint

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
