(MCCH) is the largest nonprofit exclusively dedicated to ending homelessness in Montgomery County, MD by building a community where everyone has a safe, stable, and affordable place to call home.
We accomplish this by providing solutions to ensure that homelessness is rare, brief, and nonrecurring.
In addition to public education and advocacy, MCCH operates three types of direct service programs serving approximately 1700 men annually that include, Emergency Shelter, Rapid Re-Housing, and Permanent Supportive Housing.

General Description:
The CFAO is a member of Executive Management with a comprehensive range of responsibilities including general oversight, coordination, and control of policies and processes and compliance relating to finance and accounting, human resources, information technology, and operations for MCCH and its affiliate organizations (Coalition Homes, Inc.
, New Takoma Homes LLC, Cordell LLC, Lee Homes LLC, Silver Crescent LLC, Ashmore Homes, Aurora Homes, and Silver Flower Homes).
The CFAO also participates in long-term strategic planning efforts and is responsible for implementing new strategies to advance the mission of the organization.
Required Knowledge, Skills, and Abilities:
Undergraduate degree in accounting or a related field.
CPA required and master's degree a plus.
Ten plus years' experience in management of financial, HR, IT, and administrative functions of a mid to large sized organization, preferably a nonprofit.
Understanding of complex funding, nonprofit accounting, and compliance Knowledge and demonstrated experience budgeting for complex organization with multiple government funding sources and business models as well as multiple entities.
Ability to establish and maintain positive working relationships with all staff including Senior Leadership, Board of Directors, external partners and donors and vendors.
Functional knowledge of business administration and strategic planning.
Functional knowledge of IT and telecommunications systems.

Responsibilities:
Financial Management 50% Supervise accounting staff to include Director of Accounting (Direct); and a Senior Accounting Manager, and three Senior Accountants (Indirect).
Ability to manage a complex organization with multiple government funding sources, fundraising and grant revenue, various business models and multiple entities requiring complex compliance and regulatory reporting.
Plans, develops, organizes implements, directs, and evaluates MCCH's fiscal function and performance; participates in the development of MCCH's plans and programs as a strategic partner.
Analyzes and presents financial reports in an accurate and timely manner; clearly communicate monthly and annual financial statements; collate financial reporting materials for all donor segments, and oversee all financial, project/program and grants accounting.
Ensures the delivery of timely and accurate monthly, quarterly, and year-end financial reports for the Board and Executive Management and other organizational reports required for grants and funders.
Oversee and lead annual budgeting and planning process in conjunction with the CEO; administer and review all financial plans and budgets; monitor progress and changes and keep senior leadership team abreast of the organization's financial status.
Provides oversight and control of investment policy compliance, the system of internal control, and other accounting procedures.
Develops and provides oversight and control of accounting/finance policies to include expense reimbursements, liability insurance coverage terms and limitations.
Manage organizational cash flow and forecasting.
Develops and maintains accounting procedures.
Develops and monitors annual budgets.
Ensures continual improvement of the budgeting process through education of department directors on financial issues impacting their budgets.
Oversees the compliance of the organization with all federal, state and local tax and business licensing requirements.
Coordinates audit work with accounting firm and represents MCCH in responding to audit information requests, ensuring the timely completion and delivery of the yearly audit to the Board and Executive Management.
Recommends, coordinates, and maintains accounting and reporting software selection, upgrades, use, etc.
Oversight of five annual audits including two federal A133 audits for MCCH and affiliates.
Oversight of annual 403b audit and ERISA related compliance.
Oversight of five form 990s for MCCH and affiliates including property tax returns and other tax and regulatory filings.
Maintain external relationships with government funding agencies including federal, state, and local partners.
Member of the Nonprofit Montgomery HHS advisory committee; represents MCCH's interests as it relates to County procurement, policies, contracting and budgets.
Operations and IT 20% Provides administrative oversight of the organization's information technology systems and closely works with external IT vendor on short-term needs and long-term strategic plan.
Negotiates office space lease and renewals as needed with Director of HR and Ops.
Maintains good working relationships with vendors, banks, insurance brokers, and investment brokers.
Oversee administrative functions as well as facilities to ensure efficient and consistent operations as the organization grows.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
